a) improved the condition of the Iraqi people and enhanced the safety of the world from terrorist elements, or

b) aggravated an already tenuous situation for the Iraqis and the world plus introduced newer geopolitical challenges never encountered before.

All are partially correct. To start with the Kurds are much better off and the Shiites have a shot at being the ruling majority in a democracy. But the violence and turmoil has made the lives of most Iraq's worse. For me it is impossible to answer the question of whether or not the world is safer with Saddam or without him. Yes there is threat of a much worse regime gaining power in the chaos in Iraq today and there seems to be power vacuum that has allowed for Iran to be more aggressive.

I would answer C but replace Neither with "impossible to tell". For one thing the current situation has not reached a conclusion and second how can we say with any certainty what the situation would be if Saddam was still in power?

Irrespective of whether you support the US policy here or not, the Iraqis themselves are making it clear that they are not happy, things have NOT got better for them.

As an Iraqi person on the radio said very simply. When Saddam was in power, you knew where the red line was. If you didn't cross it, you lived in peace. Now we do not know where the line is and we live in terror.

So that is me trying to be very impartial. The people that are supposed to be benefiting are generally speaking more terrified now than ever before.

Although Saddam was an evil dictator, Iraqi children were not being killed (admittedly usually by mistake) on an almost daily basis.

Iraqis did not fear a walk to the shops before. Now, they do.

I somewhat believe in A, since our reasons for going in there in the first place were somewhat unjust, but now that we're there, I believe some good has and will continue to come out of our intervention (in the long run).

I suppose my answer then is, as for the situation right now: B. As for the overall, long term picture: A. Hope that makes sense.
