If I don't have a Paypal account, yet a business gives me a refund via Paypal, how do I receive that money since I don't have an account? Does this make sense? Please help. Thank you.

That is an email scam, they are just phishing, don't respond to it at all.

Did you buy something from the business that sent you the refund? If you actually have a dealing with the business and are actually owed money from them via a refund then its not a scam and you would have to either insist that they reverse the Paypal transaction and pay you via check or open your own Paypal account so that the money can be transfered into it.
If you insist on the reversal, they most likely are not going to want to do it because it will be more work for them, while opening your own Paypal account, especially if you didn't want one in the first place, is a huge amount of extra work for you - and it will take several days and emails to verify your accout and then receive the transfered money.
