well... now... I don't believe the theory... but to answer your question...
1. Israelis... we're there wiping out/thinking of wiping out half of the enemies they have in the world... all at no real cost to them...
2. American business... billions have been spend on the war... and where is it going? American businesses hired to rebuild Iraq/make weapons, parts for the U.S. military... and that's not even talking about what a war does in an oil producing area to oil prices...
3. Republicans... funny as it sounds... an attack always brings out a conservative vote.. in war you tend to get more conservative and more patriotic... two ideas that are traditionally conservative... and Bush barely won... as an incumbent, with the war... that's like barely beating screech from saved by the bell at arm wrestling...
but I think terrorists did it...

The US is ultimately responsible for 9/11. If the official story about 9/11 is true (which i doubt) then the accrued results of decades of ignorant, interventionist foreign policy is to blame, at least in part, for what happened. If the alternative story (or at least the most widely argued for alternative) is true, then the ruling elite had everything to gain from attacking themselves. It gave them a perfect pretext for war, and the perfect launching pad for longer term goals that had been waiting for the perfect opportunity to be carried out.
I believe that the answer to both of the questions it the United States, more specifically, the ruling elite within it.

Exxon Mobil posts record profit of $10.7 billion
Fourth-quarter earnings top targets for world's largest oil company
This is the head line taken from

and let's not forget about multi-national defense contractors
Defense contractors benefit from war spending
$3.7 billion in contracts to replenish weapons used against Iraq

Yeah people look at the state of affairs and think that Americans are suffering due to high gas prices and the stress of this war but think about it from those who are running and profitting from these circumstances. Life is great in the Boy's Club.

Marvin Bush made the most off of the trade center attacks, the Carysle group and Halliburton, not to mention the increase in oil prices, so that means the Saudi's and let us not forget our other friend Israel who gained our unconditional suport for its own terroistic attacks!

"Irregardless if one believes in a 911 inside-job conspiracy or not, the question is about responsibility.
The responsibility falls on the US government for failing to figure out what makes the terrorists tick... what makes them hate us, etc... "
Isn't that like Mark Foley blaming it on the alcohol and sex abuse? I think it's best to blame the murder on the guy who actually pulled the trigger, or the crazies who hi jack planes and crash them into buildings.
Actually, there is nothing wrong at looking at why they hate us, but the analysis shouldn't be used for appeasement.
Yeah, blame the pissed off Muslims.

It is obvious the ones responsible are the men who high-jacked the planes and ran them into the buildings....
There is no evidence of any one making a profit from this disaster!

They hate us because of our society and our beliefs...they hate that women have rights and aren't covered from head to toe...men aren't required to wear beards...that we don't kill people because they're not a certain religion.
They'll always hate us for that. And I say "good". Let them hate us...as long as we don't hate them and defend ourselves, we're the better ones.

THis war has cost us millions, so it doesn't appear the
U.S. has gained any money and from Bush's unpopularity
over the war, he hasn't gained there either. So,I would
assume the terrorists who flew the plane into the twin
towers was absolutely responsible. Those who claim our
government is the blame are just anti-Americans, that's
all there is to it.

Not to mention the decades that we funded, armed and used them to get things we wanted around the world.
