This guys is trying to be funny. He says more tourists should be exposed to Goa through its food, which can't seemingly be imitated by other cultural cuisines.

here's what i think it means:

1st part: people like to eat at Goa so much that 2nd part: there are not enough Goa outlets to satisfy the outsiders since Goa provides "unimitable (can't be imitated)" cuisine.

according to me it means tht outsiders cannot imitate the cuisine of Goa
