It's a rumor; someone basically took a guess. There is no official release date set yet except that it's definately coming out next year.
The November release date is also a rumor. Gamestop needed to put-in a release date in order to allow pre-orders, and chose November because November has been the month for just about all of Bungie's previous releases.
As noted above, there's a Multiplayer beta demo being lauched in this Springtime, and the data they receive from the demo will be used to make the multiplayer better on thee finished game. That process takes awhile.. you need data collection time of at least 3 months, You need about a month more than that to review the data and and time to include it as well.
Of course, the number 7 has always been highly significant to Bungie, and it would seem almost a shame for them to pass-up on the 7-7-07 oppourtunity.
I'm thinking that even though the 7/7 is only a rumor, I'm inclined to agree that it's something Bungie would at least TRY to do, but they may be concerned that they'll need more time to complete everything. They simply dont want to rush like they did last time, so they aren't announcing a release date yet.
It could honestly go either way.

Bungie will release a Beta version of Halo 3 for 360 users to download in Spring 07. That means that the final product won't be ready until Fall of 07. It'll probably be November of 2007.
They are also releasing new maps for Halo 2 in the spring to keep us occupied. LOL
I hate the wait, but I'll wait a while longer if it means they are ironing out the kinks in the final product.

I was told last night at a game store that it wasnt coming out til November of '07 and they were taking pre-orders.

Harry Potter Book 7 could be out on that date. It would really tie in with the story. Or july thirtieth, Harry's birthday.
