There's this boy that liked me throughout the 7th grade school year and then in 8th grade he liked me on and off.Now,in the 9th some days he likes me and some days he doesn't.When people ask him if he likes me he says "no" but sometimes I catch him looking at me.Then sometimes it seems like he is trying to ignore me in the hallway like I am not there.I just don't understand if he doesn't like me then he needs to stop staring or talking about me to other people.What do you think?

He likes you. Kids his age get kinda weird when they like someone- they get shy, worry about what their friends will think, don't understand their new feelings, don't know the appropriate way to act or the appropriate emotions to admit to having, etc.
Smile when he talks to you, and say "hey" when you pass in the hallways. Be encouraging if you want to go out with him, and be patient with him if he gets kinda patchy with his affection, since he'll probably be taking crap from his friends and classmates for dating, and will probably do some boneheaded things. As long as you're consistently supportive, things will work out the way you want.

I don't think that you should really worry about it unless you like him. If you do like him then tell him so and ask what he thinks. Make sure you make it clear to him that he can not change his mind every other day, otherwise give him the boot!
