Well, I am not sure what those guys are talking about, but in the military it means that you are dysfunctional, like a Soup Sandwich, no matter how you make it, it just doesn't work. Anyway, it is not a compliment.

noticed you.
soup is ususually hot soooooooooo so you know you are feeling all that!! Have you every heard the phase---------his car is "souped up"? pretaining to hot rods---------well the words stems from that!! dysfuntional military is also incorrect!! Ask any kid and you will see that I hit the nail on the head."
