Swap away, but the odds are you will have to reboot to recognize the new monse unless it is a usb. As a matter of fact, I have NEVER had a hot swapped one recognized without rebooting. The test? Boot without the mouse and then plug it in. Your cursor will be set in concrete.

Today's computers don't require a reboot to detect a newly connected device. My computer usually says: "Found new device" - then it says what kind of device it was and so forth. That's probably to make sure the device was not added by itself.
PS: Love'em modern computers. They are a lot "smarter" than those old ones.
