well what ever you do, dont overdose on the black eyeliner bcuz if u think about it, when u see ppl with eye liner on it makes their eyes look kinda slanted which means smaller eyes, so try finding some pretty color eye shadow, to bring the color of your eyes out and make them appear larger(make sure to look for eye shadow to match your skin tone) warm and cool colors like pinks, greens, and blues,etc, like if your a black girl with brown skin u could wear a soft aqua color or if ur a white girl u could get pastel colors.....also try looking for the eye shadow that rolls or glides on(they're perfect!).....and get some good quality mascara, but b4 u put your mascara on, get an eye lash curler and a blow dryer: turn the blow dryer on high or medium heat to heat the eye lash curlers so that your eye lashes will have more volume and curl, curl your eye lashes with the heated curlers, then apply mascara(neatly), let it dry, then apply your eye shadow..........also you can get the eye shadow that rolls on with the colors that have shimmer in it and put a little on your bottom eye lid...........no eye liner on the bottom eye lid! TRY THIS OUT...

Most people think that using black eyeliner on small eyes will open them up-Not True. That will only close them up.
Try a white eye pencil and lining the rim of your bottom of your eyes. Then use a light brown over the lid, a darker colors in the crease of your lid and an almost white shadow below your eyebrow and then use a lengthening mascara.

Use a kohl eye pencil to line the top lid of your eyes in an outward motion, this will give the illusion of a more 'open' eye. Avoid eye liner on your bottom lash line as this will 'close' your eyes more.
You can get a white pencil and line the bottom rim of your eye to enhance the wider eyed illusion

eyeliner makes your eyes look smaller if you put it on the top lid AND bottom lid i mean.
think about why its called eyeliner..it outlines your eye! which mean it does nothing to open your eyes up..it just shows the shape of your eye. and the more eyeliner you wear the smaller your eye will look. if you try it you'll see that.
only use mascara on your top eyelashes.
but you can use white eyeliner on the inner part of the eyelid to help make your eyes appear bigger
use light colored eye shadow

curl your eyelashes
wear mascara (top lashes only! bottom looks scary.)
wear eyeliner on the top lid only
white eyeliner in the inside corners of your lids can make your eyes pop
depending on the color of your eyes (works best for brown) electric blue eyeliner on the inside rim of your eyes makes them pop and makes you stand out. it's gorgeous.

Use a white eyeliner on the lower lining of the eyelids. Only use mascara on the top lashes and do not use dark coloured eyeshadow or eyeliner. HTH : )

take a "shimmery" eyeshadow in a pale pink or something with some sparkle, and put in the corners of your eyes. it makes them look bigger and brighter!

use eyeliner right below the lash line, mascara on top lashes, a brightish eye shawdow that will make your eyes pop.

use darkish colors or bright colors make your eyes stand out and if they do they will seam larger already.. for makeup dont use anything too extravagant or it won't look natural.. go for a natural look with bursting beautiful eyes..

Eyeliner not that hard
U have to put it on the Line on top of ur lower lashes trust me it works
