Does anyone know of a person or company that buys salt cedar for crafts?

I think most of Cheese producer company will buy them.
Check: Nesttle, Unilever, etc.

I am unfamiliar with "salt" cedar. Is this a coastal variety of red cedar or pecky cedar?

I would suggest you visit the arts, crafts and hobby categories for a good answer.
