Breccia is a type of conglomerate, sedimentary rock, the only difference being that breccia's 'rock bits' are more angular than that of a conglomerate (usually smooth and round).

When any type of conglomerate is metamorphosed, yes, it turns into a metaconglomerate. Remember that contact metamorphism means it'll only affect the areas closest to the point of contact of 'metamorphism'.

Metabreccia would be the most descriptive term.
