In developing countries, illness can be a significant constraint on development (chronic diseases like malaria; curable blindness from untreated conditions like cataracts; AIDS).

In most developed countries... I think all except the United States... healthcare is a significant part of government expenditure. Its economics are unusual because (a) the people who take most of the decisions about what is bought (doctors and other health professionals) are mostly not the benficiaries of the goods and services paid for (patients); (b) many decisions are taken without reference to their cost (such as when to send an ambulance or whether to prescribe a drug) - at least without direct and immediate influence of the cost; (c) in most of these countries there is monopsony for some or many goods and serfvices ie the national health service is the only buyer.
