The Dutch call them: Hagenaren
The people of The hague call themselves: Hagenezen (local slang).

So, in English I guess that would be Haguenese

In Dutch they're called "Hagenaar" (just don't try to pronounce it on your own, you'll most likely never make it - the "a" in the 1st and last syllables is pronounced with an open "AH" - like when the dentist asks you to open wide: "Say ah!" The "e" is short like in "uh." And the "g"? Forget it, unless you're Jewish.)

Just say he/she is from (or lives in) The Hague. So much easier :)

Haguians and Tokyas. And if from both you could call them either Hagtokyas or Tokyhaguians or married.

in Dutch: Hagenaar (slang: Hagenees)
in English "The Haguer" would sound the best!
