What is the deal with international water?
Can you kill someone? Can you sell, manufactor, and distribute drugs there? Can you rebroadcast MLB with out written consent? Is anything illegal?

You can do a lot of things in international waters that you couldn't do in a country proper. Of course, since you're in the midst of the ocean, there also isn't anybody defending you, so any country who wants to can come after you (at least theoretically). It's probably best not to upset anybody and then let them catch you in international waters!
