Could that be VITAS from Russia...he sings that song with a female partner sometimes but often sings that song by himself...he is famous in Russia for being able to hit a high C#!
Look for his video on youtube under vitas...there is a video there of him singing a song like you describe in Russian with Japanese subtitles as you wrote above.
I'm not sure if I'm right as I don't speak much Japanese or much Russian...I'm guessing.
The incredibly high pitched ah ahhhahahahah...you describe is an imitation of wind...that is like the fate you can not control...even if this isn't the song, listen to it anyway...amazing vocal chords!!!!
The song is sung in Russian but always has Japanese Subtitles.
