Well, there's not a single year or state. Many people or groups might challenge things for different reasons. Different groups track that stuff, especially the American Library Association. I think it first appeared on their list of most challenged/banned books back in the 80's or early 90's. Don't have listings of when or where.

I haven't found anything conclusive on my favorite book censorship websites, but I would hazard a guess that it was banned by Oklahoma since it supposedly depicts gangs in the Tulsa area.
