hired this person to dig trench for leach field infiltrators and he raised his bucket and tore the service entrance wires and eveything connected to the house. sparks were flying all over lucky the house didn't catch on fire. now he refuses to pay damages. that's about as close a discription as I can get.

What's the question?
From the way you posed it... I guess it's possible that an uninsured and unbonded contractor could damage a house by hiring a backhoe operator to cut the service wires.

Why would anyone hire a contractor to do work in their yard, on their property or ???? and not ask lif they can show proof of insurance. If you hired based on a low price, it is most likely the contractor refuses to pay for insurance and you are out the money.
Barnum and Bailey said it........There's one born every minute

Firstly - don't hand over any more money till the issue is sorted.
Secondly - Don't know which country you are in, but we in Australia have a Govt section to deal with Building matters. Search out one in your part of the world.
Thirdly - if you are in the UK, don't they have a TV show called something like "Builders from hell". Maybe you can contact them also, so hopefully no-one else uses that contractor.

Hope it works out for you.

If you hired the backhoe opperator then your only solution is to have him pay for it or sue him. If he was hired by another contractor you are using that is insured then their insurance should cover it. Otherwise your homeowners insurance might cover it.

Sue the contractor to recoup damages and next time use a contractor that is insured and bonded.

Probably not a licensed contractor. Don't hire them.

good luck ! too bad you didn't check them out before hiring...and if you did, and hered them because you thought it would be cheaper, well, then I guess you learned an expensive lesson
