1) The decision that causes the smallest amount of suffering
2) Not favoring one person over another

This is a huge question--??"An Eye For An Eye" stuff?? Does the the decision to put a murderer to death "humanely" represent justice for the families that know the gut wrenching details of how he raped, tortured, humiluated & killed there sons or daughters? Good question--but very complicated.
