Brady... here's why:
Jacksonville's Taylor and Jones-Drew can run all day and score against the Buffalo defense. Jacksonville is a running team; they won't need Garrard to throw TD passes.
New England is a running team too (usually). But Chicago has a great run defense so Brady will be forced to pass. The Bears defense is not at full strength so Brady should be able to expose it.
Also, the home factor helps Brady too, while Garrard is playing on the road.

I would go with Garrard vs the Bills. Buffalo is a tough place to play but how the Bears defense is playing the New England game may be a bunch of FGs and very few TDs on either side.

Brady has been very hot lately but I never start anyone who plays Chicago, they are just too good. Garrard had a good game last week and Buffalos DEF is nothing to be proud of. Go with Garrard he has much more potential this week. Chi town is too dangerous.
Good Luck

interesting fact: Garrard plays well every other game
Week 11: 20+ pts
Week 10: 10- pts
Week 9: 20+ pts
Week 8 : 10- pts
Using simple logic: He will get under 10 points this week

Brady for everybody elses answers but because the bears offense is struggling right now and this might be a good time for new england to beat them.
