A computer administrator is anyone who manages a computer, which is a myriad of tasks such as doing maintance such as defrags, disk checks, disk cleanups, setting up computer user accounts and passwords, configuring hardware, updating software and hardware drivers, back up of system information and user profiles, settings policy such as password requirements, leangth, streangth, what a user can download, what printers or other network resources a user can use, disk quotas a user can have, how Internet Explorer is configured, how it is allowed to be used, what type of items are on a user's desktop, what programs a user can use, what documents a user can access, whether or not Windows Media Player can be used, Whether or not the Windows Movie Maker can be used, if Photo Programs can be used, if music can be downloaded, if a user can even access any given computer and at what times, and under what cercumstances, setting up networks, deciding on what type of hardware to use in the network, and many more issues.
A computer administrator can be as simple as one who manages a single stand alone computer, one who manages two computer network, an ad-hoc network, who manages several computers, to managing a domain, or several domains linked together into one network Forrest. So, whomever ownes the computer you are using to access Yahoo! Answers is the administrator of that computer. If you are the owner then you are the administrator.
Each computer has a built in administrator account which should never be used as a regular account. So, each computer should have at least that one system administrator account and one or more regular user accounts, or at most two administrator accounts and the rest regular user accounts. This is for safety reasons regarding computer security. Also, I highly reccomend requiring each account to have a password, to not use the built in Guest account, and if you do use the built in guest account and have XP Pro, to set a password on the guest account in order to keep out any unauthorized users who wish to gain access via an unsecured guest account.

A computer administator is the person who has full acess over the computer, Windows XP consists of 3 types of users:
1)Administrator:Full acess of computer(installing and removing programs etc.)
2)Limited user:This is a user who has no control over the running of comp. but is free to use the comp. for running any program without changing it.
3)Guest: This is a user who has the same priveliges as the limited user account.

a computer administrator you mean?
if so it is the person in charge of all the other accounts on the computer. Like the administrator can change passwords, access other people's files, and delete the other accounts.
