I just got a phone call from a lady that said we would be having our phone bill reduced because call less than 500 long distance minutes a month and said my $9.99 charge would only be $2.50, and that the only thing she needed to know was who my long distance carrier was, I said if they were charging for my long distance bill, they should know who my carrier was, and so she said "well I dont want you to waist my time because there are lots of people who want to get a lower monthly charge" and hung up on me.... Was I just scammed, or did I make a bad mistake???

Telemarketers don't hang up on you. They bug you until you give in or you hang up on them, I do it all the time. I'd say you just made a lucky escape from a scam artist. Well done.

I believe that you were scammed. It's best to avoid doing any business over the phone and don't give out any personal information.

I believe that the term is slamming when they try to change your long distance company. Never trust any rates that you hear over the phone and just hang up.

there are so many scams out there its impossible to keep up with them all so the easiest way to keep out of trouble is don't answer any personal questions over the phone about anything.
as you said if she was who she said she was she wouldn't have had to ask the question.

Sounds like a scam attempt - someone genuine would NOT have reacted in that way I suspect.

never take any offers by phone. there is ALWAYS a catch if it's legit
