I have all the system requirements, but I still keep getting a pop up saying that a need a DirectX 9.0c compatible graphics adapter.

When you installed The Sims 2, it should have given you the option to download DirectX 9.0c or later versions. If you didn't do that, uninstall the game, then re-install it and make sure it loads that in.

Also, make sure your graphics card is okay for that game. It might be your graphics card isn't capable of playing that particular game. (do you know what your graphics card is? Is it a new computer? Do you still have the packaging slip if it was delivered? that would tell you what graphics card is in it... or you can check in your options)
