He likes anything electronic, he also enjoys watching movies, likes science and technology, and is interested in investing and things of that nature. He's almost 28 and we've been together for 4 years. I always have a hard time figuring out what to get him. He doesn't like sports, and I don't want to do any gift certificates. Ideas???

Is he into video games? there's some websites out there that are similar to netflix, but for video games. You could buy him a few months subscription to that. Or netflix if he isn't already a member.
A friend of mine got her boyfriend a "brew your own beer" kit. It didn't work so great, but he loved it and still talks about the beer he made himself.
In the Red Envelope catalog, I saw a swiss army knife that doubles as a portable memory card (you know the kind you plug into a USB port?) It's a little more than you wanted to spend - $85 - but super cool!

Well ...for less than $50...how about making him a coupon book with lots of things that cost little or no money....could be a coupon for a massage, washing and cleaning out his car, doing his laundry for a week, making a special dinner for him, something sensual that he might enjoy, a special thing that only the two of you share...use your imagination and you could give him a gift that could be enjoyed for a long long time without it costing you much if anything right now.....have a great holiday and good luck

well if he has a cell phone with blue tooth technology there are these headphones that let you listen to music and you can use them to talk on the phone they're wireless to he might like that

get him an Xmod remot control car...
these are little remote control cars that can be customized.
you can upgrade the engine. change the suspension, tires, body, etc....
you can even buy them a drift kit. so that you can drift it like the movie tokyo drift.
i told my girlfriend that i want one for christmas. i dont know if she will but i hope so.
they cost like $40.00
