So, when I have a window open and drag it, theres this lag or something that followa the window to the new location. or when I scroll down or up, the page lags as well. I never had this issue before reinstalling windows. I'm hoping that its a setting that needs to be changed. It's kinga hard to explain what it looks like, but if anyone knows what i'm talking about, please help me. thanks.

Your drivers are probably missing, but if they arent, then right click the desktop, go to the appearences tab, click effects, and uncheck show window contents while dragging

You probably have to update your drivers and it is defiantly your settings.
