Well, since he's your brother you probably know a lot about him. And since this country is trying to take every penny from us, money probably is tight for everyone this season. So, 18, guy, brother, and I'm assuming $30 or under price range.
1. his favorite band, get the new CD
2. guys hate to get socks, avoid socks
3. cologne set. Get his favorite kind, one he has been wanting to try out, or something different to see if he likes it. Every Christmas I get my husband new cologne among other gifts, and he gets to try something different.
4. snazzy wallet, go for the guy thing
5. If he hunts, a few cheap hunting accessories.
6. DVDs are always good. Just go with what he likes, comedies, action, drama, horror.
7. a CD wallet
8. If he smokes, a personalized zippo lighter
9. a gift certificate
10. VIDEO GAMES. Guys love video games, it's like a curse or a contagious disease. You probably know what he plays since he either hogs the TV or the PS2 or whatever. Check a few game stores
11. Go with his hobbies, does he collect baseball cards? Get him a few packs. Does he like cars? Get him one of those stupid car magazines with the half naked girls standing next to the car.

I hate to say gift card, they're so easy it seems like you don't care, but guys like to pick out their own gadgets! Best Buy card if he's into electronics, Borders card if he likes books, Target card if you not sure (and they are cheaper on a lot of items anyway.) Then something fun, I put my son's gift cards in a duct tape wallet, he loved it and still has it two years later at the age of 20! :) thinkgeek.com has them the cheapest, and they ship quick. Have fun!

A blade. Knives can be pricey but at the same time cool. I'm not talking a Swiss Army Knife or Leatherman type device, although either of those would be good too. Take a look here.....good luck!

Something he can use , Perfume , some cd he like to hear a lot.
taken him out then he can choose the gift. tell him the limit of the gift. if he into videogames a sport games or Rpg games.
