"Best" is a relative term, but I would think based on availablity and potential capabilities that a 350 would be the way to go. I think that's what most of the higher performace ones came with at that time.

Nothing wrong with the ol' trusty 350. 327 if you have the money for it.
If I recall, GM still makes a HO 350 kit specifically for the third generation camaro.
