Its hard to say since we don't know her. If she has any hobbies or interests, thats always a good place to start. If she likes say..scrapbooking, get her some cool scrapbook supplies at Michaels, If she collects something.... Maybe between now and then you could get a really nice picture of them together and put it in a cool frame. What girl doesn't like earrings or a bracelet?
Scarfs are a hot accessory, and there are a million gorgeous ones out there!! A manicure gift certificate, you could put it in a little basket with some nail polish and a file. Like I said, we know NOTHING about her, so only you can figure it out for sure.

If you live in a colder climate, Gloves, or scarf is a very nice gift for limited funds. Can always be usedful. I've got like 4 sets of gloves of different weights depending on how cold it is. Shouldn't be too expensive either.

get her a nice cookbook from Williams and Sonoma or the new fashion book by Nina Garcia or a year's subscription to Vogue, or Elle.

bath / pampering type stuff & smelly candles - every girl loves. Get a Christmas tin fom the dollar store, stuff with tissue paper and then add a few bath / smelly items, candles... that fit your budget. She'll love it.

Make her something. A quilt out of old fabric, a beautiful card, a collage with pictures of her and your brother... I don't think it matters what it is, it is the thought that counts!

every woman loves bath and bodyworks. so ask your brother what kind of scents she likes.. like vanilla or apple and get her some lotion and stuff.
