I own a horse and live in Door County WI. I have more problems with heat and flies in the summer time than with cold in the winter. I have a small unheated barn and store the hay above the stall. The hay is a great insulator and the horse's body heat will keep the barn several degrees warmer than the air temp. I do a lot of trail riding through the woods and on the beach. Have even taken her in Lake Michigan in Jan with no problems. Just make sure you take care of thier feet. They will get ice and snow build up and have difficulty walking sometimes.

If you end up building your own barn, pay attention to the wind direction in order to provide not only the best shelter for the animals, but the least amount of drifted snow both at the people entry and the horse entry. Shoveling out the doors to get in is a pain...
Also, consider getting a heated water source like a Nelson waterer - it's more expensive to put in, but in the long run it beats having to haul buckets in a Wisconsin winter and having to break out ice.

You need to protect them from the wind. That's the most important. If you are moving them now and they haven't grown a winter coat, you may want to have some heat. Otherwise, vets recommend an unheated barn. If they are in a heated barn, they can't go outside much when it gets real cold. They have much less respiratory problems when they are in an unheated barn.

I have had many horses here in Mich and have never heated a barn. In fact horses can stay outside all winter but they will grow thick shaggy fur, and many people don't like the furry look.. They just need good feed. Staying warm burns calories.

Wisconsin is known for the dairy farms so if a cow can make it a horse can too. you may have to build a good air tight barn not necessary a heated one.

If you have a barn for them they should do just fine putting a wool blanket over their back would be a great heat source for them too!,just be sure they have plenty of fresh water available because the water will freeze.
