The Ainu are group of people that look Japanese, but then some look a little european, but they are not white.
They mostly live in Akan and near Chitose and Tomakomai in Hokkaido, the northern part of Japan that you mentioned earlier.
There was alot of persecution aimed at them, much like American Indians and Aboriginals and New Zealand Maori. In recent years they have had fairer treatment and they are trying to bring the language and culture back.
So no, they are not white, but have some similar features, are a little hairier and the language is different.
They could be wander past you in the street and you wouldnt know the difference, unless they had their national dress on or told you who they were. There are also many Russians living in Hokkaido and some of the outer islands but they are not owned by Japan I believe. Hope this helps :)

Maybe you are talking about Ainu. Yes they still exist and have their own language. But their looks is not 100% Caucasian, they are like mixed North-east Russian and Alaskan Inuit.

And not only Ainu, since long time ago, tons of Russian fishermen have called at several northern Japan ports.
Especially Akita prefecture, this area was easy to drop by. Because the nearest famous cities in Hokkaido, such as Hakodate and Sapporo, Japanese government was keen on governing these area 100 yrs ago.
Some of the Russians stayed and married local Japanese.
My Aunt, 50 yrs old, is born in Akita prefecture, she says when she was in Jr.high, she remember there were many half Russian/Japanese or almost white students in her school. Since it's believed that they have married local Japanese as well, it is little hard to tell whose ancestor is Russian today.
However, even now, Japanese ppl says "Akita women is beautiful".
Akita prefecture is here (green arrow). The opposite shore to the north-west is Russia.
