You don't. Every WinNT/2K/XP installation already has at least one administrative account (named "Administrator" by default).

If, for some reason, you want another administrative account, just create a new account, as you normally do, and put it into the Administrators user group.

If you want something else, then please explain clearly what you want when asking a question.

(assuming that you are talking about an admin account on a pc)

start --> control panel --> user accounts --> change and account --> click the switch to administrator button
