I live on a Union County Road and without any notice they planted a tree on my property. Is this legal?

Yes. It was approved as part of your county's open space program, which was voted upon and approved. They will be responsible for maintaining the tree, but not for raking leaves. You will be able to find information about it on your county's webpage. See the below press release.

My guess is that they published notice in the official county newspaper and the issue was discussed at the county commissioner's meeting.
You just did not become aware of the issue until someone showed up with a shovel. The county has an easement for the road and adjoining property. They are not required to have a mail-out to all effected people.
