It tells me I have a bill of £19.99 to pay. It is really anoying. I have already scaned my pc twice, once with Kaspersky and once with Ad-aware, but no success. I keep deleting the icon and the file the keep installing on my pc, but it will install again as soon as I start my pc. Will it stop if I chang my IP?

You have some sort of virus/spyware/malware on your computer. Since its already on your computer, I doubt changing your IP will help. I know you've tried scanning with Kaspersky, but sometimes programs are written to specifically trick some virus checkers. I would try Avast, it has a feature that lets you scan before your computer boots up which allows the scan to access windows system files (which you cannot do once windows has started.) If that doesn't work check out a squared free which is specifically designed for malware removal.

Of course you should also check your add/remove programs menu (in the control panel) and remove anything that you don't recognize. To be safe, create a restore point before you do this.

Your last resort will be to do a clean install of windows. If you have a separate hard drive to back-up important documents then it shouldn't be too much of a hassle.

You've been given some good advice. Here's another suggestion. Start-run-msconfig. This will bring up your configuration menu. Change the boot from normal to diagnostic. Then go to your services and startup menus. Uncheck anything suspicious. That may keep the bug from loading.

go to the menu bar of your browser. Click on Tools > Internet Options > Privacy > Sites
Enter the name of the site and Click On Block button. Click OK to Exit.
