The 700p has twice the internal memory, has a higher definition screen and uses the EVDO technology, which should make accessing the internet and other communications functions faster.
Only you can say if these features are worth the extra money or not. I own the 700p but I upgraded from a Tungsten E not the Treo 650. Needless to say, I am delighted with the changes.
On the whole though , if you don't feel that you are running out of memory or are plagued by slow communicaions, I would suggest that you may not get much out of an upgrade.
