I believe the song was written by Bernard Herrmann. Actually Hitchcock, i think, heard some part of that song sung by young kids, and he decided to put in his movie. But, as this scene is a long one, Bernard Herrmann had to make it longer and invite some lyrics of it. That's a version I heard. Hope it's right.

It's called Nickety Nackety Now Now Now, or also know as "I married my wife in the month of June."

My sweet grandma used to sing that song to us all the time, but her version was very sprightly and quick. Not creepy and scary like in The Birds. I was very surprised the first time I saw that movie and they were singing grandma's nursery rhyme!
