Honestly, there are only two real answers. You can either enjoy it without licking at all, or challenge yourself to do it in one, very long lick. I've always hated the tootsie pop commercials and all things like that! I agree about the demented owl part.

847 licks for tootsie pop
numbers will vary depending on amount of enzymes in your saliva
I believe the tootsie pop has more roll inside then outer candy shell then the blowpop does of gum inside vs candy thinner pop fewer licks
