The second answer is pretty much correct, but I can assure you it's a fan probably the processor fan if not the power supply fan.
Make sure the fan for your processor is securely seated on the processor. If that's not the fan check your other internal fan to make sure the are secure.

You say its not 'the' fan. Most CPUs, even the really cheap ones, have at least 3/4 fans (mine has 7 and its not that special.) The case fan, the power supply fan, the cpu heatsink fan, the videocard fan, the northbridge fan . . . Have you checked all of them?
Your hard drive will make a whirring noise when it spins up, but it shouldn't when it is idle. Same thing for your cd drive. And if your hard drive starts to fail it will 'tick' but not buzz.
It might be that something in your machine is loose and is vibrating against something else.

Keep in mind that there are many many fans inside the typical PC. Here is what I would recommend for you to do:
Go to any electronics store and pick up a can of Air Duster. When you get home, disconnect all the cables from your computer (expecially the main power cable). Then using a screwdriver - take off the PC Case Door (usuaully on the left side). First - visually inspect to see if there are any wires touching or near any fans. If there are - move them away from the fan.
Then - go to town with your Air Duster... spray it everwhere.. Expect a BUNCH of dust to come out of the unit.
When you are satisfied that it is clean enough, put the door back on, attach the cables... and power up. Your buzzing noise should be gone!

sounds like the hard drive to me..how is your pc performing other than the noise? check your task manager to see how your cpu is, when it's idle, it should show 0-1 or 2%. if it's more than that then you have a program running in the back ground probably finding that program and shutting it down might help but just a guess. good luck to you.

The sound can come from a few different sources, open your PC and take a look - you might be able to locate where the noise comes from.
Warning - if it is your hard drive there's a good chance that it might crash pretty soon - make sure you back up your stuff.
