My PC died....(rest in peace)....

I placed the hard drive into an external drive. The hard drive does not spin. Is there anyway to save the data on the hard drive when the hard drive does not spin?

Check the power supply cable (the one with the 4 pins). It sounds like it just isn't getting any power. Even if there's something wrong with the jumper settings or the I/O interface, it should at least spin up.

Make sure you have the external enclosure plugged in. You have to have power to make it work. The USB cable doesn't provide the power to that type of drive.
If it's plugged in and still doesn't work, try putting it in a computer (internal). If it works in the computer, then your enclosure is probably bad. If it still doesn't work, then the drive is probably bad. To get the data back, you'll need to send it to a data recovery company. They charge $300-600 USD.

You need to get it running to transfer any data, have you checked to make sure the external hard drive doesnt need some alternate power source, and is it properly connected?

Some RAM/ hard drive problems can be easily fixed yourself by using easily available tools. I found the info at http://fixit.in useful
