Does the bar have to be next to the Y axis

No. A histogram only needs to start where the data starts and end where the data ends, so you don't need to start at y = 0. Now you do have to start each rectangle on the x-axis though, so x = 0 has to be on your graph. That way the graph doesn't get distorted.

edit: I don't know if I necessarily agree with that modulo_function. At any rate, you didn't really answer the question asked. Some people ask questions here because of a homework assignment or a class that they are taking. Not answering the question that was asked does not help.

If you're doing statistics you should look at a box-plot. It might provide what you want. If you have a program that does histograms, it probably also does box plots.
