You can maybe think about being NOT cheap and buying them real gifts.

Everyone has a box or old picture albums hidden away somewhere. Take those little pictures, the ones that are about 1 1/2 by 2 inches, or a little a bigger and make a collage of them and scan them and print them out out some nice photo paper and put them in a frame. You can purchase frames at any dollar general or like store. Many family members don't have a copy of all those old little pictures of their brothers or sisters, grand kids and such.

A friend of mine made "jazzy jars." She got the jars one uses to put jam and fruit in (for canning). She then put in the dry ingredients for cookies or brownies. She decorated the jar and added the recipe on a card tied to the outside. The gift recipient adds the "wet" ingredients and follows the recipe to make some home made goodies!
Craft stores have wooden ornaments to paint and decorate. Craft foam is also nice- you can make all kinds of crafty things with craft foam (door knob signs, etc.)

what family? mum and dad? siblings? aunts and uncles and cousins?
if you are broke then don't waste money buying cheap crap, just tell them the truth.
your own family as in spouse and children?
if you are broke your spouse will understand, but boy the kids are expecting santa to stop by. so.......thats where your money should go! your kids.
even if it is for necessities like new p.j.s or hat and mitts, or jeans. whatever.
christmas is supposed to be for the children and any adult on your list that doesn't understand? to hell with them!
of course thats if you are truly broke. if you are just being cheap, then you are on your own!
good luck
merry christmas

one idea, is string popcorn and place it around the x-mas tree. it cheap, very easy and you are able to spend quantity time together as a family. just remember if you consider doing this around very young children, make sure there is plenty of adult supervision. hope this helps =)
