My personal faves- and a little about them (I'm gonna check out Oldboy- someone else recommended it)

Eat Drink Man Woman -best opening scene I have ever seen of a movie- took 2 weeks to shoot and it is of a whole assortment of chefs whipping up food- made to look like 1 guy did it though

El Mariachi- Shoestring budget, good action, and a great story

Akira- Ok, ok, it's anime I know, but simply put...it was good!

Run Lola Run- Suspense, and just plain cool

***I'm adding one as well- The Samarui- It is about an assasin in France- Has nothing to do with ninja's or anything- Very little dialog and great dark movie-

Amelie

I saw it once in high school and I hated it, but then I had to watch it last month for an oral exam and I actually really like it now.

Also, I love The Bicycle Thief (Italian)

I like "La Vita E' Bella" (Life Is Beautiful - Italian) myself.
Good story, nicely done.

I also like "Todo Sobre Mi Madre" (All About My Mother - Spanish)

"The Cabinet of Doctor Caligari" is one of my German favorites. Of course, I'm not sure where you're posting from, so "foreign" could have a different meaning, depending upon where you're located (I'm in the US).
