Most children would prefer toys, but the parents would appreciate clothing for them. So, the best bet would be both if you could afford it. If not, then go for the toys & let mom & dad worry about the clothes.

Get them whatever you think they'll like.
If one likes to dress up and what not, then get her clothes and get the other Dora toys.

It depends on the child really.. Maybe buy them an outfit each and a couple toys.. Because clothes are sometimes needed and that way you cover both.

get clothes, if you want to be liked by the parents
get toys, if you want to be liked by the kids.
may be try something like schoolbag or something kids can use - this would get both parents & kids attn
