Short of having the use of the Feds to help you, you could do what I do: keep an original travelers check or checks on hand to compare against if you're in doubt. It's easy and you can do it without drawing suspicion to you or invite violence from the person passing the checks. You can just say," I'm sorry, without the owner's permission, I can't cash these or accept these travelers checks." Even if someone came with one, I may cash it and get a good description.Messing with banks brings the big boys out to play. But every bank that issues them should be on the checks. I call the bank and verify. with them if I am not sure or refuse them.

I would assume that they are unless proven otherwise. I think it is prudent to ask why someone would be using Travelers Checks in a world full of credit and debit cards.
I would not take Travelers Checks without contacting American Express to ask them how to verify.

The serial numbers. I think it works on the basis of time issuance with a corresponding date book and serial number listing. If the numbers don't match, it's bogus. Too, paper quality, inks, etc.

try to cash them
there should be a phone number on them for verification ( if not they are fraudulent for sure )

If you received them with a letter asking you to cash them and send money to someone they are a Fraud.
