Well, numerologically speaking...
Add 3 and 1 and 5 together.
You come up with 9.
9's vibrations are that of purging, of releasing the old to make way for new. It's the "get over it" vibration, the "I'm done with this" type of energy. Our number system is base 10, so this is the terminal number - it may have some associations with death and resurrection, considering that this is where our number system ends and a new cycle begins with 10.
There is much lore around the number 9. The Norse Heathens speak of the 9 Worlds of the Yggdrasil. Heimdall is said to be the son of 9 mothers/waves. Odin hung on the Yggdrasil 9 nights in sacrifice, himself to himself, to gain the wisdom of the runes/mysteries. His magical arm-ring Draupnir, every eight nights, creates 8 more rings exactly like itself, and Draupnir plus the other eight rings is 9. I could go on, but you get the idea.
9 is a very significant number.

There are hundreds of degrees between a witches/wiccans/pagans practicing their arts and Satanists who are known to undertake blood sacrifices whether using animals or otherwise..I am not well enough aquainted with either to comment too much but I`ll share what I do know of what witches do.... there are various degrees of witches. I know some pagans who use ancient methods of worship in honoring mother earth and the elements and on the other end of the spectrum I have heard of experiences from missionaries and pastors living within the tribes of African countries where witch craft certainly has a hold over the peoples in the community. Where children are abducted and used for bodyparts in sacrifices still. Where people live in fear of the witch doctor who has power using spirits of darkness to threaten and seemingly cure illnesses. Be aware these practices are not from the 18th century..they are still happening today!

The 'witching hour' is traditionally midnight, because on the turn of a new day very powerful spells can be made. Never heard a reference to the devils hour or 3:15, sorry.

Huh? Could you add some details? Are you talking about the witching hour? That is generally regarded at midnight but that's just a myth.

never heard of 3:15. but 3:00 am was regarded as the devils hour in the exorcisim of emily rose.(more hollywood witchcraft)
it was said to be the polar opposite to the time that Jesus Christ died. however seeing as the clock was not invented yet when Jesus was killed i cannot see how there is any accuracy in this.
