This only happens while the tank is getting filled with water. Once the tank is filled, the leak stops, this makes me believe that the seal around the hole where the water goes through to the bowl is alright. Or is it?

Remove the tank lid and check if the hose from the fill valve has come loose. It should be attached with a clip going into the tube.

A simple way to find out what your leak is is to go to your local hardware store or to walmart and purchase a new flapper valve for your tank there is a chance the seal is starting to rot.

this is a common problem, butt just remmeber not to use any type of petroleume products such as vasaline on the seal as some people might suggest as this will case the rubber to break down and rot out faster.

Your answer is kind of vague, Where is the water leaking to? Is it going into the main bowl? If it is that is normal. Manufactures run water down the middle stack of your stool during the filling process. The exact reason, I do not know, has something to do with getting the water, or insuring the water level is higher then the water trap built into the stool itself preventing sewer gasses from entering your house

look under the bottom of the tank after you flush and see where it's coming from, it could be a crack in the tank. Or it may just be a loose bolt.

You need a new seal between your stool and the floor.

Remove your toilet and replace the wax ring. if you do it yourself it is real cheap.
