What you want is to register a domain, you need to use a domain name search and see if the name you want is available, if it is, mostly it averages around $20 in my experience, but names like ps3, xbox and such that are popular cost more, once you have the domain name, just find a webhost and start making your site, or ask a friend who knows web design to design the site

Anywhere from 5 to 20 dollars a year for the domain registration depending on who you register with, provided that the name you want isn't already registered.

Personally I use GoDaddy to register my domains with:

Then after you have your domain name registered web hosting will cost you anywhere from free to as much as you want to spend depending on the amount of bandwidth and storage you need.
