You heat up your house in winter to avoid your body freezing. Just clothes wouldn't be enough to keep you very warm. You should not have the thermostat at more at 22 - 24 degrees celsius. And it's also a different kind of heat. In summer you just sweat in the heat. In winter in your house you just feel cosy.

Because in the summer there's nothing we can do about the heat, but in the winter we can control the central heating and choose how hot it is.

First, why is this in the computers/internet category? Second, this is a good question I have always wondered. I think because we feel better when we're warm with the outside cold and then visa versa. Maybe our mind wants to be over-comfortable

This is because during winter the temperature outside is very low than our body temperature so we need head to keep ourselves warm.
But during summer the heat is high and so we complain about it as it is very high than what our body can absorb.

The idea is to maintain a constant temprature. People absorb heat differently and therefore have different tolerances.
