I was adopted in the Philippines and brought to the US with my (adopted) mom in 1986. Been here ever since then. I used to have my adopted records along with the court papers but they were lost when my adoptive parents split up. Now both my adoptive parents are deceased and I need those vital records in order to get a passport and to prove my age & identity (like what a birth certificate does). I want to go back to the Philippines and serach for my birth parents and siblings.

Does any one know what step I should take First??

My suggestion would be to contact the offices of Social Welfare for the Phillpines. The link is provided below.

You may also want to contact the local embassy for the Phillipines if you are in the USA (There are three big ones in Washington, Chicago, and Los Angeles) and they should be able to direct you as to who best to contact for more information on past adoptions.
