What is the best portable heater for under $100 dollars ?

Considering energy savings and safety. I have heard quartz or infared heaters are good.

If there is a Costco near you, they have a great one. I don't know the brand name, but it is shaped like a fan or satellite dish. I think it was about $70 or so, and it really cranks out the heat. It says it uses less energy as well. Give it a try and if you don't like it you can take it back.
