Will the surgeon do the procedure in his/her office or at a hospital? I'm having a breast lift done due to extreme weight loss.

A breast lift is better done in an outpatient surgical center or a private surgical center. Only one hour of post op recovery is needed, to make sure while vitals are stable.

The comment before mine, gave you wrong info, trust me, I do these all the time.

there are vertical (lollipop) lift, crescent lift, and full mastopexy, these are all done perfectly well in surgical centers, no need to go into a hspital. You will receive the same care, and pay fraction of the price

It depends on the surgeon's setup. Some have their offices set up with surgeries, some use the hospital. You need to ask him.
