Plastic bags are easier to carry and can be recycled. Paper bags are also reusable and can be recycled but trees are cut down to make them. The best option is to buy several cotton canvas grocery bags and keep them in the car so you can use them every time you go shopping.

My wife and I re-use both. The paper seem easier and faster to recycle but the wife says she likes to crochet doormats out of the plastic bags. They all get used one way or another.
